Annual Conference a Success

More than 200 people were in attendance for the 53rd Annual GFOAz Conference held at the beautiful Prescott Resort in Prescott, Arizona.

The GFOAz Education Committee did an excellent job providing members with first-class training experience. GFOAz thanks all of its sponsors for their continued support, those who presented during the conference, and all of the members in attendance for making this another great conference.

Welcome to New GFOAz Board Members

The GFOAz Board welcomes its newest board members, Kirsten Lennon and Brent Mattingly! Kirsten Lennon is the accounting and budget manager for the City of Cottonwood and Brent Mattingly is the chief financial officer for the City of Peoria.

Brent was elected to serve as a Member At-Large along with Mindy Russell, finance and budget assistant for the City of Peoria, who was nominated to serve for a second term. Kirsten was selected by the board to serve as the new Education Committee Chair.

The three will join President Lindsey Duncan, Past President Ben Ronquillo, Member At-Large Christy Eusebio, Member At-Large Sean Kindell and Membership Committee Chair Jerry Hart as the 2017 GFOAz Board of Directors.

The GFOAz Board also recognizes Bonny Lynn as the President-Elect. Bonny is the CFO and finance director for Coconino County. She has served on the GFOAz Board since February 2016 and also serves on the GFOAz Education Committee.

GFOA AGFI Scholarship Opportunities - Deadline March 22

GFOAz is pleased to announce that we have two scholarships available to the 2017 GFOA Advanced Government Finance Institute (AGFI) program. This intensive, week-long, bi-annual program will be held July 30 - August 4, 2017.

To be eligible, a candidate must 1) currently hold a position in city/county government finance in Arizona and 2) be an active, participating member of GFOAz. Members wishing to be considered should send a letter of interest along with a completed AGFI application, attention Samantha Womer, either by email at or by mail at 1820 W. Washington, Phoenix, AZ 85007. Completed applications must be received by GFOAz on or before Thursday, March 22. The scholarship winner will be selected by the GFOAz Board of Directors, and applicants will be notified via e-mail in April.

The required AGFI application can be found here. To be considered for the GFOAz scholarship, please disregard the application instructions and DO NOT send the completed forms to GFOA. Instead, please send completed applications to GFOAz c/o Samantha Womer by Thursday, March 22. The selected GFOAz applicant’s information will be sent on to AGFI.

GFOAz May Training - May 11

GFOAz is pleased to present its May quarterly training on Thursday, May 11 in Surprise.

This year’s May Training will feature sessions about new laws and programs regarding digital archiving, electronic document conversion and benchmarking programs.

The training will be held at the Surprise Community Room in Surprise.

It’s Your Deal: Understanding the Roles and Responsibilities When Issuing Municipal Bonds

Financing a public project with municipal bonds is a team effort in which many professionals work together to achieve the goals of the municipality. But as government officials considering issuing municipal bonds in 2017, keep in mind that it’s your deal.

You are the stewards of taxpayer dollars, and you make the decision to borrow. You decide whether to hire a municipal advisor to act as your fiduciary and you select the underwriter through the process—competitive or negotiated—of your choice. Throughout the life of any municipal bond, you assume responsibility for providing investors with information that is timely, accurate and complete.

And while the issuance of municipal bonds is your deal, municipalities have an important ally in the Municipal Securities Rulemaking Board (MSRB), the national regulator responsible for promoting a fair and efficient municipal securities market. Protecting municipal bond issuers is a central aspect of the MSRB’s mission. Importantly, the MSRB does not regulate state or local governments; its rules are designed to make sure you are treated fairly by the underwriters and with the utmost good faith by municipal advisors you hire.
