In 2013 the State of Arizona's Governor's Office published Empower Arizona, its master energy plan. A core component of this initiative is addressing energy use and efficiency in government facilities. To that end the Arizona Department of Administration and the State Procurement Office has developed a state energy performance financing contract. These contracts give state government facilities the ability to upgrade facility infrastructure now (HVAC, electrical, building envelope, water treatment, etc.) and have it paid through the resulting utility savings generated by those improvements over a predetermined time period.
